Par cette allocution, prononcée depuis le palais de l'Élysée, le général de Gaulle parle à nouveau du référendum qu'il a annoncé le 16 novembre 1960, et qui doit avoir lieu le 8 janvier 1961. La consultation porte sur un projet de loi, simple prétexte, techniquement indispensable pour obéir aux conditions de l'article 11 de la Constitution, alors que la véritable question est celle de l'autodétermination des populations d'Algérie. Le général exhorte à voter "oui"; il s'agit pour lui d'obtenir le soutien explicite de l'opinion publique. La solution qu'il appelle alors de ses voeux pour l'Algérie est celle d'une "Algérie algérienne" où les deux communautés, musulmans et Européens d'origine, cohabiteraient, et où la France continuerait à être associée au pays.
