Ha un interesse storico, trattandosi di studi che riguardano un epoca di rivolgimenti nelle scienze. Charles Louis de Saulces de Freycinet è stato un politico e ingegnere francese. È stato Presidente del Consiglio della Francia quattro volte. Studiò all'École polytechnique prima di entrare al servizio dello Stato come ingegnere nel Corps des Mines (Corpo delle miniere), ruolo in cui diresse la Compagnie des chemins de fer du Midi durante la caduta del Secondo Impero. Divenne senatore per il collegio della Senna nel 1876, mandato che conservò fino al 1920. Fu ministro dei lavori pubblici (1877 1879), e in tale veste legò il proprio nome all'ampliamento delle linee ferroviarie, prima di qualità mediocre, con lo scopo di togliere dall'isolamento le regioni poco servite. Contribuì analogamente alla modernizzazione delle vie fluviali, soprattutto con la definizione di uno standard per le dimensioni delle chiuse, che da lui prese il nome (scala Freycinet). Morì all'età di 94 anni il 14 maggio 1923. Il prezzo del libro è comprensivo delle spese di confezionamento e spedizione mediante raccomandata tracciabile.

He wanted to read the work he has been sent before writing to acknowledge its receipt. 'Je suis trop peu de chose pour qu'un compliment de moi vous soit sensible'. He awaits the reprint with impatience, and regrets not having received a copy sooner. As for the introduction, he does not see how it could be changed. 'Ce que vous y dites sera toujours vrai et est aussi nouveau qu'il y a 19 ans'. The form is what one would expect 'd'un littérateur'. He will return his correspondent's copy in four or five days.

Sorti parmi les premiers de l'Ecole Polytechnique, il devint ingénieur des Mines, chef de l'exploitation de la Compagnie des chemins de fer du Midi, chef du cabinet militaire de Gambetta lors de la guerre de 1870.
