Les Juifs de Paris n'ont plus à subir de contrôle spécial et leur droit de résidence dans la capitale n'est plus remis en cause. Ils sont assez nombreux à s'engager dans la Garde nationale. Les seuls à pouvoir participer aux opérations électorales locales de 1789 sont les Juifs portugais. Dès le début, l'Abbé Grégoire, Mirabeau, Clermont-Tonnerre, Duport, membres de la Constituante, et quelques autres de leurs collègues insistent pour qu'on examine favorablement les requêtes des Juifs et qu'ils obtiennent le titre de Citoyen à part entière, c'est-à -dire, en langage du temps, Citoyen Actif. Plusieurs pétitions sont ainsi présentées par les porte-paroles des communautés juives de Bordeaux, d'Alsace, de Lorraine et de Paris, la plupart sont simplement soumises par écrit à l'Assemblée. Le discours que Berr Isaac Berr de Nancy est admis à prononcer devant l'Assemblée pour exprimer le voeu des Juifs d'accéder au titre de citoyen actif fait une grande impression. Mais l'opposition est très forte. L'Abbé Grégoire représente une voix assez isolée parmi les représentants du Clergé à la Constituante. La majorité des députés du Clergé et de la Noblesse s'opposent farouchement à ce que les Juifs deviennent les égaux des autres citoyens. En même temps, en Alsace, les villageois poussés par la misère et affolés par les événements se soulèvent contre les seigneurs mais aussi contre les Juifs. Pillages des nuisons juives, incendies, déprédations se multiplient en automne 1789 et jusqu'à l'automne suivant. Certains Juifs s'enfuient en Suisse pour un refuge provisoire à Mulhouse et Bâle. Le maire de Strasbourg Dietrich (chez qui sera chantée pour la première fois la Marseillaise) rappelle que rien n'est changé aux interdictions anciennes contre les Juifs. Une première étape en faveur des Juifs est franchie le 28 janvier 1790 quand l'Assemblée constituante accorde les droits de citoyen actif aux Juifs "connus sous le nom de Portugais, Espagnols et Avignonnais". La majorité des députés des provinces de l'Est continuent à s'opposer à ce que les mêmes droits soient accordés aux Juifs de leurs régions. Un député de Colmar, Reubell, va jusqu'à affirmer que c'est dans l'intérêt même des Juifs : si les Alsaciens apprennent que la Constituante accorde l'égalité aux Juifs, ils les égorgeront dans leur fureur. La question est posée à plusieurs reprises au cours des mois suivants, mais chaque fois les opposants arrivent à triompher, au nom de l'ordre public. Jamais le calme ne règnerait en Alsace si les Juifs étaient admis au rang de citoyen actif. Les Juifs sont, en fait, l'occasion d'un affrontement en profondeur entre les adeptes de l'ancien ordre basé sur un exclusivisme chrétien, et les partisans d'un ordre nouveau où l'égalité de tous les hommes est érigée en principe absolu. Ce sont eux qui obtiendront finalement la victoire, mais in extremis. A la veille de se séparer, l'Assemblée constituante finit par voter le 27 septembre 1791 l'abolition de toute discrimination concernant les Juifs. Ce décret s'applique à tous les Juifs résidant en France, sans exception : il marque leur complète émancipation. Mais le décret exige que, du même coup, les Juifs renoncent à tout ce qui avait fait d'eux jusqu'ici une minorité solidement organisée. Le terme de "Nation juive" portugaise ou d'Alsace est donc définitivement extirpé du langage ; mais les structures communautaires, les pouvoirs des syndics ou des préposés, les juridictions rabbiniques, les taxations pour les caisses de chari.

Very Rare - a matching pair of relatively early 'flow maps' of the telegraph systems in the both the European and Asian parts of the Ottoman Empire, published entirely in Ottoman Turkish text, fine examples of advanced thematic cartography detailing one of the world's most important communications systems that was literally the nexus between the East and the West. This matching pair of maps are early 'flow maps' depicting the telegraph systems throughout the Ottoman Empire. With text entirely in Ottoman Turkish, the maps are based on antecedents commissioned by the Ottoman governmental administration that oversaw the postal and telegraph systems. Map 1 depicts the network in Ottoman Europe (the southern Balkans), while Map 2 showcases the system in Ottoman Asia. Under the influench statistical mapping methods as popularized by Charles-Joseph Minard, each map shows all of the telegraph stations connected by lines of varying thickness, depending on the volume of message traffic. For instance, the main telegraph lines (ex. between Istanbul and Salonika (Thessaloniki) and Istanbul and Ankara are very thick, while small branch lines appear as narrow, single strands. The Ottoman telegraph system utterly revolutionized the economy, politics, and military and social affairs of the country, and due the empire's strategic position bridging the East and West, its network was arguably the most important link in international communications. Map 1 embraces large areas of the southern Balkans which were still under Ottoman rule or de jure sovereignty, a territory which extended from Istanbul to the Ionian Sea, including parts of today's Turkey, Greece, Bulgaria, Albania, North Macedonia, and Serbia. An inset in the upper left details the routes in Bosnia; while another, uppet, showcases ttem in Libya, the only remaining Ottoman possession in Africa; while a final inset, lower right, depicts Crete and its connections to the mainland. The main lines are represented by thick multiple strands, running from Istanbul to Vlorë, Albania, and another from Istanbul to Plovdiv (Bulgaria), with both connecting to numerous branch lines. Interestingly, the present map was made just one year before the Rumelian Railway was completed to Istanbul, connecting the Ottoman capital to the European railway network for the first time, famously the route that carried the 'Orient Express'. Map 2 depicts Anatolia, Iraq and the Levant and shows the seminal telegraph line running from Istanbul down through Ankara and, while narrowing progressively, it extends down via Baghdad to Al Faw, on the Iraqi coast of the Persian Gulf, where it meets the undersea cable running to India. Other key lines run down the Aegean coast to Izmir, as well as down the length of the Levant. Of critical importthe connection to Al Egypt, which provided the link to the Red Sea cable system. In this vein, the inset in the upper right features the Red Sea and the main undersea line running from Suez to Aden, and then across to India. Critically, a line branches off connecting to Jeddah and the holy city of Mecca, which was naturally of tremendous importance to the Sublime Porte. The present pair of maps were originally bound into the back of a particular issue of the annual almanac of the Ottoman Empire, the Salname-i Devlet-i Aliyye-i Osmaniyye (Istanbul: Mahmut Bey Matbaasi, 1303 [1887]); this work is very rare and seldom ever appears on the market. We have only encountered another pair of the maps as part of a large archive of Ottoman historical graphics. Indeed, all Ottoman telegraph maps are rare and quite prized by collectors of maps and books, and notably postal history. The present pair of maps are derived from the large scale, separately issued maps, Carte Telegraphique de la Turquie d'Eurotanbul, 1881) and the Carte Tphique de la Turquie d'Asie (Istanbul, 1881). These bilingual (Ottoman. Turkish /French) text maps, while lacking an author attribution or imprint, were clearly issued by the Ottoman Administration impériale des postes et télégraphes. The maps are today extreme rarities; they were likely made to be displayed in post and telegraph offices, and exposed to wear, so accounting for their very low survival rate. Please see a link to an image of the Carte Telegraphique de la Turquie d'Asie held by the National Maritime Museum (Greenwich). The 1881 telegraph maps, in turn, seem to be influenced by what we believe to be earliest 'flow map' of the Ottoman telegraph system, the Carte Telegraphique de l'Empire Ottoman (Istanbul, 1874). As French officials, technicians and draughtsmen were heavily involved in the Ottoman communications network, it is not surprising that the Administration impériale des postes et télégraphes commissioned 'flow maps' that were arench intellectual and technical ciy the work of Charles-Joseph Minard. A stellar, large format, original manuscript map of the telegraph system in the Ottoman Balkans, specifically in modern Greece, Northern Macedonia and Albania; with text entirely in Ottoman Turkish, it was drafted in 1889 seemingly as working document by the governmental administration that managed the empire's telegraph network an extraordinary survivor documenting a critical medium that revolutionized society during a key historical period.Manuscript, black, red and blue pen and ink and pencil and blue wash on patterned tan paper bearing Ottoman blindstamps (Good, overall clean, just a light stain upper left, some wear and creasing along old folds and with the map vertically severed along some old folds into three roughly equal parts, however with no significant loss), 36.5 x 70 cm (14.5 x This very rare and impressive survivor is a large-format original manuscript map of the telegraph systems in the Ottoman vilayets (provinces) of Salonica, Monastir, Janina and Scutari, which are today parts Greece, Northern Macedonia and Albania. The finely drafted map was clearly made as working document by officials at the Ottoman Administration impériale des postes et télégraphes, the governmental body that manged the empire's public communications systems. The map was made in 1889, during a critical historical juncture when the southern Balkans were undergoing transformative infrastructure development, while being the scene of extreme civil unrest brought about by its ethnic cleavages. The text of the map is entirely in Ottoman Turkish, and a legend in the lower left explains the symbols used throughout. Divided by red lines, the map depicts the four Ottoman vilayets of Salonica (Thessaloniki), which approximates the modern Greek province of Macedonia, home to one of the Ottoman Empire's greaultural centres; Monastir (Bitola), home to the empire's second most important military academy, that approximates the southern a part of today's North Macedonia; Janina, much of the Epirus region of today's north-western Greece and southern Albania; and Scutari (Shkodër), today central and northern Albania. All cities and towns with telegraph stations are marked, with the major centres/clearing hoses noted by bold double circles, including Salonica (Thessaloniki), Monastir (Bitola) and Scutari (Shkodër), while lesser stations are marked with small circles. The various telegraph lines already in use are shown by black lines, with the main lines expressed in bold. Stations and lines that are planned or are under construction are expressed by blank circles connected by red lines. Focussing on the region's main telegraph line, expressed by a bold black line, it is important to mention the major branch of the Rumelian Railway (shown her as a tracked line), which in 1888 was completed froje) to Sal that great port rail access to the pan-European network for the first time. The main telegraph line was thus reordered to partially follow the new rail line, such that its route is show here to run to Salonica from the direction of Istanbul, in the east, the up the railway to Monastir, and then over to Tirana and Scutari, in Albania. A major line also continues up the railway northwards to Belgrade and the greater continental communications network. Indeed, the systems depicted on the present map played a crucial role in connecting Istanbul with the rest of Europe, and indeed Greece and the Eastern Mediterranean with the wider world. The telegraph systems in the regions shown were first developed in the 1860s and were progressively extend in the coming decades. The southern Balkans were amongst the most ethnically diverse and politically unstable regions anywhere in the world. While the Ottoman had ruled the area for almost 500 years, the by the mid-19th century, the decline e Sublime Porte's authad resulted in innumerable local rebellions, as well as inter-communal warfare that was to continue for decades. Until these regions were connected to Istanbul by the telegraph, it was often weeks, or even months, before news of events reached the Sublime Porte. This time lag greatly hindered the Ottoman authorities' ability to react, further eroding their authority. The arrival of the telegraph, and the completion of the railway to Salonica, greatly augmented Istanbul's military and political capabilities in Macedonia and Albania. While rebellion and inter-communal conflict continued, the improved communications and transportation routes were probably largely responsible for allowing the Ottomans to hold on to the regions for many years longer than they otherwise would have, indeed until the First Balkan War (1912-3) resulted in the Sublime Porte loosing almost all of its European territories. Moreover, the telegraph system also greatly improved economic developmenton that, outside of Salonica, ys economically challenged. Despite the revolutionary importance of the telegraph to the empire, very few maps dedicated to the systems in the Ottoman lands were made, while high-quality original manuscript maps, such as the present work, are upmost rarities. The present map was almost certainly drafted as working document by officials at the Administration impériale des postes et télégraphes, the Ottoman governmental body, established in 1871, to manage both the imperial postal and telegraph systems. It was likely used as an 'in house' master plan, to assist in the operation of the system. It also may have influenced subsequent printed maps of the Ottoman telegraph network in Europe that would have been displayed in stations and port offices (all examples of which are today extreme rarities). Importantly, the present map features an inscription on the verso that reads "No. 509 / le 15 juillet 89" (French was, along with Ottoman Turkish, the official langministration), and indeed the details fectly accord to this dating.
