Hard Back. Condition: Fine. Dust Jacket Condition: Good. First Edition Vol. 1. 667 Pages Indexed. Previous owner's seal on the title page. No other defects noted and interior text pages are bright, tight, and white. No marks. The first volume is a comprehensive history of the Office of the Secretary of Defense and The traces the evolution of OSD from its establishment in September 1947 to the outbreak of the Korean War in June 1950., These were years of beginnings that ushered in the present-day era of service unification and saw the development of policies and programs that would have lasting impact on national security. A richly documented volume, it draws on a wide variety of sources to present a commanding account of the evolution of both defense organization and national security policy during the critical post-World War II years. The book opens with the swearing-in of the first Secretary of Defense, James Forrestal, who faced the dual challenge of effecting unification of the armed forces and of reconstituting U.S. defense policy to meet an increasing array of problems and threats abroad, the Cold War with the Soviet Union heading the list. As Forrestal discovered, to make unification work, he needed more authority and assistance than the 1947 National Security Act gave him. His successor, Louis Johnson, had the benefit of amendments in 1949 that enhanced the secretary's power. But like Forrestal, Johnson confronted fierce interservice competition for scarce funds and deeply divisive quarrels, especially between the Air Force and the Navy, over the assignment of roles and missions. A series of chapters on the making of the defense budgets for the period strikingly illuminates the intricate relationships among strategic policies, military programs, roles and missions, and money. This was a period that included the partitioning of Palestine, the civil war in China, the Berlin crisis 0f 1948-49 that was a near showdown with the Soviet Union. Followed the creation of NATO and origins of the Mutual Defense Assistance program.

Nitze's reflections on the issues he has faced, the decisions he has made, the people he has known, and the presidents he has served in his almost fifty years inside the top echelons of Washington policy circles. In the detailed and forthright manner for which he is famed, Ambassador Nitze discusses the major events of his illustrious career: the formation of the Marshall Plan, the Korean War, the Berlin Wall crisis, NATO, Vietnam, the Committee on the Present Danger, the SALT treaties, and the ongoing weapons negotiations. Throughout his long career, Nitze has been at the center of American policy making, serving as a member of the United States Strategic Bombing Survey directly after World War II; acting as adviser to President Kennedy during the Cuban Missile Crisis; and engaging in the famous "walk in the woods" with Soviet negotiator Yuli Kvitsinskiy during the U.S. - USSR Intermediate-range Nuclear Forces (INF) talks. Here, too, are incisive portraits of many of the people Nitze has known: presidents from Roosevelt to Reagan; secretaries of state, including General George C. Marshall, Dean Acheson, John Foster Dulles, and George Shultz; statesmen and policymakers such as James Forrestal, Will Clayton, Charles "Chip" Bohlen, George F. Kennan, and Robert McNamara; and foreign leaders, East and West alike, including a candid look at. Mikhail Gorbachev. Centering on his own fields of expertise - economics, nuclear matters, and negotiations - Ambassador Nitze provides an overview of the challenges he has faced and the reasons informing the decisions he has made over the past five decades in the developing and ever-changing relationship between the United States and the Soviet Union. Like the memoirs of Dean Acheson and Henry Kissinger, From Hiroshima to Glasnost is a record-settling account of major events in world history by one of the most influential and respected policymakers of our time. Since the mid 1940s, Paul H. Nitze has been one of the key "wise men" of American government. Among the many positions he has held are Director of the State Department Policy Planning Staff; Secretary of the Navy; Deputy Secretary of Defense; arms control negotiator; and. Ambassador at Large and Special adviser to the President and Secretary of State on Arms Control Matters." - from the inner front and rear jacket flaps.

Illustrations (Photographs, Charts and Tables). Fold-outs List of Abbreviations. Notes. Note on Sources and Selected Bibliography. Index. DJ is quite worn, torn and soiled. The first volume in an important new series that will provide a comprehensive history of the Office of the Secretary of Defense traces the evolution of OSD from its establishment in September 1947 to the outbreak of the Korean War in June 1950. As the title indicates, these were years of beginnings that ushered in the present-day era of service unification and saw the development of polices and programs that would have lasting impact on national security. The book opens with the swearing-in of the first Secretary of Defense, James Forrestal, who faced the dual challenge of effecting unification of the armed forces and of reconstituting U.S. defense policy to meet an increasing array of problems and threats abroad, with the Cold War with the Soviet Union heading the list. His successor, Louis Johnson, had the benefit of amendments in 1949 that enhanced the secretary's power. A series of chapters on the making of the defense budgets for the period strikingly illuminates the intricate relationships among strategic policies, military programs, roles and missions, and money. A richly documented volume, it draws on a wide variety of primary and secondary sources to present a commanding account of the evolution of both defense organization and national security polity during the critical post-World War II years. Rearden's volume implicitly raises larger historical issues. To mention one: Defense officials, repeatedly exasperated over the failure of higher authority to articulate United States foreign policy, faced an uncomfortable choice between guessing it in order to plan for contingencies and looking foolish by failing to have contingency plans ready. The first volume in an important new series that will provide a comprehensive history of the Office of the Secretary of Defense (OSD), The Formative Years traces the evolution of the OSD from its establishment in September 1947 to the outbreak of the Korean War in June 1950. As the title indicates, these were years of beginnings that ushered in the present-day era of service unification and saw the development of policies and programs that would have lasting impact on national security. Problems abroad threatened to embroil the United States in conflicts for which it was largely unprepared. Students of foreign affairs will be especially interested in the chapters on assistance to Greece and Turkey under the Truman Doctrine, the partitioning of Palestine and the ensuing Arab-Israeli conflict, the civil war in China and its repercussions throughout the Far East, including the early stages of U.S. involvement in Vietnam, and the Berlin crisis of 1948-49, which nearly led to a military showdown with the Soviet Union. Subsequent chapters examine the development of the atomic energy program and growing U.S. reliance on nuclear weapons, the creation of the North Atlantic Treaty Organization, the origins of the worldwide Mutual Defense Assistance Program, and the drafting of NSC 68, the landmark policy paper that in 1950, on the eve of the Korean War, proposed an unprecedented program of peacetime rearmament.
