Moderne Naturschutzstrategien streben an, durch menschliche Eingriffe zerstörte bzw. stark beeinträchtigte Lebensgemeinschaften nach dem Abschluss des Eingriffs wieder aufleben zu lassen, indem die zu ihrem Entstehen notwendigen ökologischen Bedingungen so weit wie möglich wiederhergestellt werden. Um zu untersuchen und zu erproben, ob eine Regeneration von nährstoffarmen Moortypen auch in einem Schwarztorfabbaugebiet initiiert werden kann, wurde im Spätherbst 1983 ein entsprechendes Erprobungs- und Entwicklungsprojekt im Emsland begonnen. Es sollten dabei Möglichkeiten der Wiedervernässung untersucht und Fragen, die sich insbesondere aus den hydrologisch schwierigen Voraussetzungen ergaben, geklärt werden. Weiterhin sollten Methoden entwickelt und erprobt werden, die zur Regeneration eines weitgehend zerstörten Regenwassermoores beitragen können.
