"The present work is virtually a reprint of a Report upon European Ships of War, made by Chief Engineer J. W. King, of the United States Navy, to the Secretary of the Navy at Washington, in January 1877. Mr. King left New York on the 14th August 1875, and returned on the 30th July 1876, and was steadily employed during the interval in visiting the various dockyards and naval ports in England and abroad, and in collecting the mass of information contained in the Report. [.] "All the navies of Europe have been recently undergoing reconstruction; and there has never been a time, during peace, when such large expenditures for naval purposes were made as at present, and such radical changes effected in the construction of ships of war, in steam machinery, in machinery for working guns and for various other purpose on board ship, and for torpedo warfare. It is therefore expedient for the department to be correctly informed of the extent and character of improvements in European naval warfare and economy, in order that it may take advantage of the results." -from the Preface.
