Carlos Salinas de Gortari was president of Mexico from 1988 to 1994. His first official act as president was the establishment of the National Solidarity Program, officially to help poor Mexicans but also to create a strong network of political support for Salinas. This publication provides general explanations of the National Solidarity Program with many photographs of the country. Scarce.
