As the preface indicates, in accordance with Sephardic custom in the city of Modena the primary celebration of Simchat Tora was held during the day, and on Simchat Torah night, they would merely recite two or three hymns without any hakafot. However, in 1772, two Eretz Yisrael emissaries, Rabbi Yom Tov Algazi and Rabbi Yaakov Chazan visited the synagogue, and the custom was changed to include hakafot at night, according to their instructions.
