"For the purpose of creating, in the South portions of the state particularly, an impression unfavorable to the Constitution to be submitted to the People," opponents of the regular Rhode Island government falsely claim that "a provision in the Constitution cuts off the right of fishery. That report is ABSOLUTELY UNFOUNDED IN TRUTH." This rare broadside insists emphatically that rights of Fishery "ARE RETAINED BY THE PEOPLE. they CANNOT BE DENIED NOR IMPAIRED."
