Schomer examines post-war issues in the city during the mayoralty of Fiorello LaGuardia, including: unemployment, counteracting population change, reviving the port, traffic management, and maintaining public services. Schomer notes that of the estimated 75,000 New York women who joined the war effort ". the experience of World War I (in which "woman's place" was revolutionized) leads to the belief that many will be reluctant to giving up their newly acquired skills."
