Rockefeller describes "the urban crisis" as "a kind of witches' brew, blended from all the major ills of our time--inadequate educational systems, hard-core unemployment, poverty in the midst of plenty, antiquated transportation, shameful housing, insufficient public facilities, and all the rest." He offers a proposal for the development and financing of new communities with a wide range of options for housing, unemployment, and recreation--using Columbia, Maryland as the "outstanding example" of such a community under development.
