The author presents his view that in pre-1914 Italy, under the leadership of Giovanni Giolitti, not only Italian democracy but also a promising fusion of the best political and moral resources of the Italian people had been clearly, if strenuously, in the making. Giolitti is presented as the representative figure and leader of the older Italian ruling class and of a genuinely liberal ethos. Minor scuffing and staining on cloth.
