This is the notorious War Department General Order detailing the charges brought against Porter, the findings of the Court, and the approval by President Lincoln of the guilty verdicts for allegedly disobeying Pope's orders at Second Manassas, and for failing to engage his troops there. Lincoln orders Porter "cashiered and dismissed from the service of the United States. and forever disqualified from holding any office of trust or profit under the Government of the United States."
