It contains letters or messages from President Lincoln, from the secretary of the army, secretary of the treasury, secretary of war and many others. Subjects include budgets for Indian reservations, railroad commerce, New Mexico land claims, census (the 8th), officers for the military, exchange of prisoners during the Civil war, etc etc. More than 300 pages.
