Supporting educational decision-making with research and information is neither simple nor straightforward. There have been cases where researchers and administrators have found themselves in opposition, while educational information, however plentiful, did not provide the right information to the right people. In a number of developing countries both educational research institutions and libraries are fragile, while the information technology revolution has transformed the roles of the different partners. How can information centres serve the educational community and how can researchers provide policy-makers with "usable" products? This work examines the services and procedures required to carry out the fundamental changes called for education systems confronting the future.
