Synopsis
OECD governments have declared that enterprises operating in their territory but controlled by nationals of another member country should be treated no less favourably than domestic enterprises - in other words they should be accorded National Treatment. The steps taken in this direction by member countries have provided a positive climate for international investment. This publication provides an explanation of the scope and nature of the OECD National Treatment Instrument which provides a multilateral framework for promoting further progress towards liberal international investment policies.
