Commissioner visited 309 acute psychiatric wards in 118 Trusts in England and Wales, representing 47 per cent of mental health inpatient services. The visit was unannounced so that commissioners could observe staff in their normal daily routines. Their enquiries focused on three specific areas: the deployment of nursing staff, their numbers and qualifications; staff understanding of policy & procedure about leave for detained patients; and the safety and privacy of women patients
