About the Author:

Chester A. Crocker_is the James R. Schlesinger Professor of Strategic Studies at Georgetown University and a distinguished fellow at the Centre for International Governance Innovation (CIGI). He is former chairman of the board of the United States Institute of Peace (USIP). Fen Osler Hampson_is a distinguished fellow and the director of the global security & politics program at CIGI. He is also Chancellor's Professor at Carleton University. Hampson is a former Jennings Randolph Fellow at USIP. Pamela Aall_is a senior fellow at CIGI and the former vice president for domestic programs, Education and Training Center at USIP.
