About the Author:
Joseph S. Tulchin is director of the Latin American Program at the Woodrow Wilson International Center for Scholars. Amelia Brown is a Fulbright scholar in Ottawa; she is a former program associate at the Latin American Program at the Woodrow Wilson International Center for Scholars.
