About the Author:
Dr. Earnest N. Bracey is a Professor of Political Science in the Department of Social Sciences at the College of Southern Nevada. He received his Ph.D. in Education from Capella University. He also received his Doctor of Public Administration (emphasis in Public Policy) from George Mason University.
