Axel Kleppien war der General der Luftwaffe, der die Pläne für die Zusammenführung der beiden Luftwaffen entwickelte und dem dann auch die Umsetzung dieser Pläne als Kommandeur der Fünften Luftwaffendivision, in der die früheren Luftstreitkräfte der Nationalen Volksarmee aufgingen, übertragen wurde. Axel Kleppien was the German Air Force General who developed the plans for the merger of the two German Air Forces and who subsequently was tasked to realize these plans as Commander Fifth Air Division which absorbed the remainder of the former Peoples' National Army (NVA) Air Force
