The condition of the Roman Catholics in Ireland appears to have en gaged the attention of Mr. Burks at a very early period of his litical life. Ltm probably soon afier thsyear 1765 that he formed eplan ofa writ upon that mbject,the fragments of which are now given to the Me. No title is retired to it in the original manuscript: and the plan. Which it has been ht proper to insert here, was evidently designed maely for the convenience of the author. Of the first chapter some un connected fragments only, too imperfect for publication, have been found. Of the-second there in a considerable portion, perhaps nearly the whole;answers to them.

Edmund Burke, III is Professor of History at the University of California, Santa Cruz. He is the editor of "Rethinking World History: Essays on Europe, Islam and World History" by Marshall G.S. Hodgson (1993) and co-editor (with Ira Lapidus) of "Islam, Politics, and Social Movements" (California, 1988).
