Ses débuts parlementaires furent brillants. Dès le commencement de la session de 1841, il était désigné pour seconder un amendement à l'adresse, qui fut adopté par une grande majorité et mit fin au long mi nistère de lord Melbourne. Il prononça à l'appui de cette motion un discours remarquable, qui le plaçait déjà au rang des bons orateurs de la Chambre des communes 1. Mais sa carrière ne devait pas y être très longue. Peu de temps après, la mort de son pere faisait de lui un membre de la pairie d'ecosse, ce qui lui fermait les portes de la Chambre basse 2. Et l'année suivante, lord Stanley, devenu secrétaire des colonies dans le cabi net de sir Robert Peel, lui confiait le poste impor tant de gouverneur de la ]amaïque, où il allait remplacer sir Charles Metcalfe. Il s'acquitta de ces fonctions difficiles avec le plus remarquable suc cès. Son sejour dans cette colonie fut cependant as sombri par la mort de son épouse, Lady Elgin. En 1846, après quatre ans d'une administration éminement fructueuse, il quittait la Jamaïque, en congé l'absence.
