Excerpt from Österreich und Preussen im XIX. Jahrhundert: Ein Vortrag
Seitdem die staatsrechtliche Trennung Österreichs von Deutschland erfolgte und seitdem dann doch wieder das Moment der politischen Zusammengehörigkeit beider in einem völkerrechtlichen Vertrage Ausdruck fand, hat es an Versuchen nicht gefehlt, der Genesis jener Tren nung und den Elementen dieser Zusammengehörigkeit in der Vergangenheit nachzuforschen. Ich halte es für interessant, wenn nicht gar fur lehrreich, dabei in Zeiten zurückzugeben, wo schon einmal ein ähnliches Verhältnis ohne staatsrechtliche Verbindung bestand, bis dann im Jahre 1815 der Deutsche Bund die beiden Mächte in sich aufnahm. Vielleicht lassen sich schon dort Anhalts punkte für eine gültige Beurteilung der gegenwärtigen Beziehungen gewinnen.
