Le farouche Attila, roi des Huns, sorti du fond de la Scythie, et qui, dans son orgueil sauvage di sait que l'herbe ne croissait jamais où son cheval avait passé, contraignit bientôt les citoyens d'aqui lée, de Concordia et de Padoue à aller grossm le nombre des réfugiés de Rialto. Ces hommes, ras semblés par le malheur, organisèrent leur société. Chaque île se donna un magistrat annuel chargé, sous le nom de tribun, de l'administration et de l'autorité Judiciaire, mais comptable de sa gestiona l'assemblée générale de la colonie, qui avait seule le droit de juger en dernier ressort les affaires de la communauté. La pauvreté d'un peuple qui n'avait d'autres ressources que la pêche et le commerce du sel fit disparaitre les distinctions et amena la sim plicité des moeurs. On voit que le premier gouver nement de Venise fut la démocratie pure.
