Synopsis

Excerpt from The Black Student in the Wisconsin State Universities System The U.S. Commission on Civil Rights, created by the Civil Rights Act of 1957, is an independent agency of the executive branch of the Federal Government. By the terms of the act, as amended by the Civil Rights Act of 1960 and 1964, the Commission is charged with the following duties: investigation of individual discriminatory denials of right to vote; study of legal developments with respect to denials of the equal protection of the law; appraisal of the laws and policies of the United States with respect to denials of equal protection of the laws; and investigation of patterns or practices of fraud or discrimination in the conduct of Federal elections. The Commission is also required to submit reports to the President and the Congress at such times as the Commission, the Congress, or the President shall deem desirable. The State Committees A State Committee to the United States Commission on Civil Rights has been established in each of the 50 States and the District of Columbia pursuant to section 105 (c) of the Civil Rights Act of 1957, as amended. The Committees are made up of responsible persons who serve without compensation. Their functions under their mandate from the Commission are to: advise the Commission upon matters of mutual concern in the preparation of reports to the Commission, to the President, and the Congress; receive reports, suggestions, and recommendations from individuals, public and private organizations, and public officials upon matters pertinent to inquiries conducted by the State Committee; initiate and forward advice and recommendations to the Commission in matters in which the Commission shall request the assistance of the State Committee; and attend, as observes, any open hearing or conference which the Commission may hold within the State. This book is a detailed study of problems associated with minority enrollment in the Wisconsin State Universities system, with a specific focus on black students. The author was commissioned by the Wisconsin State Committee of the US Commission on Civil Rights to investigate black enrollment in Wisconsin State Universities, particularly the two schools that had been the sites of major incidents of racial violence. The author visited nine of the 13 State University campuses, conducted interviews, and collected statistical data. The author found that while the system as a whole had a commitment to educating minority students, this commitment was primarily a commitment to international and out-of-state minority students. In 1970, only 46% of minority students enrolled in the system were Wisconsin residents. The author argues that any state university system must address the needs of the state's population as a whole, which in Wisconsin meant quadrupling black enrollment from its current 0.6% to at least 2% to keep pace with population growth. The author found that several factors contributed to the extremely uneven pattern of minority student distribution on the nine campuses, including the personal and institutional idiosyncrasies of local financial aid offices and a lack of systematic help for minority students. The author recommends that the system develop incentives to local recruitment and retention and provide scholastic survival kits and systematic help in using them to minority students.
