When it is thought a reduction should be made, the Master Mechanic or Superintendent will arrange for same with a committee of engine or trainmen. ARTICLE XXXVI.--Enginemen and trainmen may be granted leave of absence for a period of six months, after which time they must return to work or lose their road rights. This not to apply in cases of sickness or other disability.' ARTICLE XXXVII.--Men leaving the service voluntarily, who are afterwards re-employed, will rank as new men. ARTICLE XXXVIII.--When a Passenger Engineer or Fireman lays off, the oldest Freight Engineer or Fireman available will be used on such runs. This also applies to special and excursion trains, the oldest extra men available to be used on trains Nos. 95 and 96 between Oskaloosa and Albert Lea. When an Engineer or Fireman on a regular freight engine or run lays off, the extra man who catches the engine or run will hold it until the regular man returns, unless he is off over 15 days. At the expiration of 15 days the oldest man asking for the run will be assigned to it until the regular man returns. ARTICLE XXXIX.--The practice of doubleheading will be discontinued only on following conditions: Two engines, one 19-inch cylinder or under and one 17-inch cylinder, may be doubleheaded with a tonnage not exceeding 1,500 tons, or in case no standard engines are available two engines with 19-inch cylinders or less may be doubleiheaded provided tonnage of largest engine in train and a 17-inch cylinder engine combined is not exceeded.
