Jack Schramm’s life has had many dimensions, all framed within a worldview of making the world a better place and aided by a deep commitment – and latent talent -- to show the way. His early years as a first generation child were exciting, sealed in his values, and equipped him with some steel to do battle with the world. Jack then wanted a law degree to help him get on with the public life that he knew was awaiting him – but had no inkling about where it was to lead him. His penchant for public policy architecture, and curiosity about better ways to do things, led him directly into politics and the state legislature – his first public setting – where he specialized, over an eight year period, in complex innovative legislation. His leadership placed Missouri in nationally ranked positions in important policy areas and won him national recognition for his effective advocacy. His dream to affect public policy from a higher perch on the political ladder withered in the face of national political conditions beyond his control. Pivoting to the federal level as a Carter Administration senior appointee with the U.S. Environmental Protection Agency, he negotiated groundbreaking compliance successes of national significance which won him White House recognition. Those successes were then followed by several decades of distinguished service as an international governance consultant where he wrote laws and fashioned pioneering management change in 26 countries. Several of Jack’s key innovative reforms were widely adopted by USAID and The World Bank and earned him the title of Consultant of the Year for 2009-2010 by Cambridge Who’s Who. His probing analyses, and hungering to get to the bottom of things, produced rare insights into governance practices in places like China and Iraq that unmask preconceptions. Jack’s life journey is a tour-de-force through tough policy decision-making and governance issues at all levels that will fascinate anyone with an interest in politics, policy, and governance.

About the Author:
JACK J. SCHRAMM’S public career spans 50 years at state, federal, and international levels. Beginning his political career as an elected member of the Missouri House of Representatives, Jack specialized in complex, innovative legislation. His leadership often placed his state among national trendsetters. He was recognized by the Eagleton Institute of Politics of Rutgers University ("one of the outstanding legislators in the nation"); The Wall Street Journal (“beginning to impact state governments around the nation”); and The St. Louis Post-Dispatch ("one of the most effective legislators ever to sit in the Missouri House"). The Carter Administration then appointed Jack Regional Administrator in the newly established U.S. Environmental Protection Agency where he was responsible for administering all federal environmental laws in the severely impacted Mid-Atlantic States. Confronting widespread compliance recalcitrance, he skillfully negotiated the successful resolution of a number of nationally significant cases, including management of the technical and public impacts of the Three Mile Island nuclear accident. His consistent record of effectiveness earned him a presidential appointment as EPA’s national enforcement chief—which he declined. In the last 25 years as a governance consultant, Jack has been engaged by USAID, The World Bank, and other donors for senior assignments in 26 countries. They included a recent review of democratic practices in Iraq where (1) he developed power-sharing strategies between central and provincial authorities, and (2) in assessing the national parliament’s performance, he discovered Iran-sponsored efforts to sabotage American programs, which, per his recommendation to the State Department, were shut down; he also recommended comprehensive political re-structuring to achieve public accountability. He has consulted in numerous other countries on industrial policy, including Russia, China, Egypt, Philippines, and Afghanistan, revealing unexpected conditions and concerns. Jack’s pioneering management innovations earned him Professional of the Year selection by Cambridge Who’s Who in 2009. Jack earned a JD degree from Washington University School of Law in St. Louis, MO (recipient of 2017 Distinguished Law Alumni Award) and a BA degree (Hons.) in politics and philosophy from Colgate University, Hamilton, NY. He had military service with the 82nd Airborne Division. He lives with his wife, Dorian, in Alexandria, Virginia.
