La nouvelle cité, véritable berceau des sociétés modernes et de notre civilisation, était formée d'artisans, de marchands, de commerçants. Leurs manufactures, leurs banques, leurs navires, leurs exportations, leur argent, la étaient leur force, la garantie du présent la base de leur avenir. Pise, Gênes, Venise, Florence, Bruges, Gand et tant d'autres villes en Italie, en Flandre, en Allemagne, malgré l'exiguité ou la pauvreté de leur territoire, atteignirent un degré de puissance que ne soupçonnaient pas encore les États dont l'ignorance féddale frappait les vastes possessions de stérilité.
