Au moyen âge, la propriété territoriale, fondement du nouvel ordre politique et principe de classification sociale, avait divisé les hommes en seigneurs et en sert's. Cultiver la terre était une marque de servitude; la posséder, un titre de puissance. L'agri culture étant un métier servile, les cultivateurs attachés à la glèbe le subissaient, les propriétaires le méprisaimt et l'impo aient comme une charge. La liberté n'ayant rien à espérer ni du château qui, fier de ses privilèges, la repoussait, ni de la chumièrc qui ne la comprenait point encore, se renferma dans les villes, dans les bourgs; et n, appelant à son aide l'industrie et le commerce, elle enfants la commune. La nouvelle cité, véritable berceau des sociétés modernes et de notre civilisation, était formée d'artisans, de marchands, de commerçants. Leurs manufactures, leurs banques, leurs navires, leurs exportations, leur argent, la étaient leur force, la garantie du présent la base de leur avenir. Pise, Gênes, Venise, Florence, Bruges, Gand et tant d'autres villes en Italie, en Flandre, en Allemagne, malgré l'exiguité ou la pauvreté de leur territoire, atteignirent un degré de puissance que ne soupçonnaient pas encore les États dont l'ignorance féddale frappait les vastes possessions de stérilité.
