The British nation, in company with all the other nations Of Europe, is now confronted with the choice between peace and war, and all men are aware that upon the issue hang the fate Of England, the welfare Of Europe, the future Of mankind. England's decision is the more momentous because in the balance Of Europe hers may well be the determining voice. She ought to speak with greater freedom than any other nation, because in regard to the issue raised her insular position renders her less accessible to those instant hopes and fears which cannot but affect the Continental States. Her people are not just now swayed by strong passions, moving her one way or the other. Centuries Of freedom, won and maintained by the blood Of our forefathers, have given us the habit Of thinking and acting each for himself, and in doing so Of bearing in mind the common good. We have all been so brought up that in every crisis of life, public and private, the question each Of us puts to himself is What is right and where there are two questions the first thing each Of us does is to try to see them in due propor; tion, in true perspective, so that the smaller one may be subordinate to the greater. Every man's instinct tells him today that the great overshadowing question is the European one, Peace or war beside which the domestic question, momentous though it is, shrinks into compara tive insignificance.
