Excerpt from Memorias, Negociaciones y Documentos, para Servir a la Historia de las Diferencias Que Han Suscitado Entre Mexico y los Estados-Unidos: Los Tenedores del Antiguo Privilegio, Concedido para la Comunicación de los Mares Atlantico y Pacifico, por el Istmo de Tehuantepec

Sr. Webster á la notificacion, que le hizo nuestro Plenipotenciario, de la reprobacion del tratado, y con ella las proposiciones que pre sentó el Sr. Masson al Senado de los Estados - Unidos, pidiendo que se comunicara esta corporacion toda la correspondencia relativa a aquel negocio. Desde luego presumí que el intento fuera hacer una publicacion adecuada al estado de cosas, y con tal motivo mandé reunir los principales documentos, no siendo mi intento, por entónces, mas que ampliar la Memoria de 26 de Marzo, pues nunca creí que el gobierno de los estados-unidos pensara en dar 5 luz toda la correspondencia. Siendo mi plan tan reducido, yo esperaba concluirla en los pocos dias que me habia propuesto continuar en el Ministerio.

El arreglo ajustado con el Sr. Letcher quedó destruido por el Senado de los Estados - Unidos, que ordenó la publicacion de la correspondencia (a); acuerdo que se llevó inmediatamente efec to, aunque no se cumplió con toda fidelidad, por las supresiones que se hicieron de algunos importantes documentos. Esto se agrega la falta de la correspondencia de México con su Legacion, y la de las conferencias con el Ministro americano, se comprende rá desde luego que aquella coleccion es de todo punto incompleta, y que sus objetos solamente se ven la luz en que al gobierno de los Estados - Unidos convenia se vieran.
