The freight rate structure of the United States is largely a product of rate agreements between railways. A rate adjustment always involves a territory of origin and a territory of destination. So many rate adjustments have been made throughout the United States that the freight adjustment territories are numerous. These territories are technically described in territorial directories, informa tion circulars, other territorial circulars, and freight tariffs. They are given also in official form in the treatise of this series on Freight Classification.
