Per comme - vere adunque novellamente tutto il mondo, comandavano ai loro ambasciatori e mi mistri presso i potentati d'eur0pa, e massima mente a quello presso I' Austria, che con efficaci parole esponessero il pericolo che sovrastava a tutti gli antichi governi, se la repubblica fran cese mettesse ferme radici e si confermasse, se quei principii sovvertitori di ogni buon governo prevalessero; allegassero le rovine d'italia e d'o landa; rappresentassero la Svizzera recentemente contro ogni fede assalita, con crudeltà invasa, con avarizia Spogliata; dimostrassero, gta d'ogni intorno ad onta della pace giurata, romoreggia re all'austria le armi tiranniche, i principii per turbatori, le grida degli scapestrati libertini. A che dar tempo a chi previene il tempo? Questo essere il momento d insorgere, chè le cose erano tenere; l'aspettare, essere eccidio manifesto: però rendersi necessario il fare senz'altro indugio ogni sforzo per ispegnere quei mostri che minaccia vano di voler tutto divorare. Q1îest'erano le csor tazioni dei ministri d'inghilterra: oficriv*an0 al tempo stesso denari ed aiuti di genti.
A queste instigazi0ni rispondeva l'austria che, truppe più che si convenisse, erano state debi litate le sue forze nell'ultima guerra, troppo più esauste le sue finanze, troppo più l'inimico si era fatto grosso, massime in Italia, perchè ella po tesse subito e sola sul continente venire ad un cimento tanto pericoloso colla Francia; che non ostante si ofl'eriva ad insorgere di nuovo ed a correre all'armi, se la Russia consentisse a voler anch'essa venire efficacemente a parte della con tesa e la spalleggiasse con pronti aiuti. Aggiun geva che nell'opera della Russia consisteva tutta l'importanza del fatto.
