Ce n'est pas à des considérations théoriques que M. Passy demande la réponse à ces questions, c'est à l'étude des faits historiques. Sous ce rapport, son ouvrage surpasse, je crois, tout ce qui a été publié jusqu'à ce jour, comme application de l'histoire à l'examen des problèmes politiques. Montesquieu aussi invoque l'histoire, mais tr0p souvent, à l'appui d'un principe juste, il cite un fait douteux de l'antiquité ou une anecdote absurde racontée par un voyageur igno rant. On admire d'autant plus le génie de ce grand homme, qui a su tirer des vérités lumineuses d'aussi pitoyables éléments; mais ce qui convainc, c'est la raison de l'écrivain et non l'autorité des faits qu'il cite. La plupart du temps, le seul raisonnement aurait apporté plus de lumières.
