Pour concilier les prétentions rivales des deux villes, on arrêta que l'assemblée se réunirait au petit-bourg. Elle fut convoquée pour le 1 décembre. Chaque paroisse devait élire trois députés. Ces paroisses étant au nombre de trente-deux, l'assemblée allait être composée de qua tre - vingt-seize membres, nombre considérable, eu égard à la population de la colonie.
