Over the years the reports made to the Secretary of State by inspectors appointed under the Companies Acts have aroused considerable public interest. In 1980 the Department of Trade and Industry published the Handbook of the Companies Inspection System to explain such inspections and other types of DTI investigations. Subsequent legislation, in particular the Companies Acts of 1981 (consolidated by the 1985 Act) and 1989, and the Financial Services Act 1986, has greatly extended the Secretary of State's powers. Accordingly this new Handbook has been prepared to explain the purpose of investigations under the Companies Acts 1985 and 1989 and the Financial Services Act 1986, how they are initiated and conducted and the use to which information obtained can be put. The opportunity has been taken to refer also to investigations under the Insurance Companies Act 1982 and Section 218 of the Insolvency Act 1986.
