Édition originale londonienne, qui sera suivie à la fin de l'année par une édition parisienne.Cette analyse fut rédigée à Londres pendant des Cent-Jours, le célèbre baron de Frénilly (1768-1848) articulant sa réflexion sur l'état de la France d'une part, à partir d'une comparaison entre l'avènement de Henry IV et celui de Louis XVIII ; et d'autre part, à partir du constat du poids de la Révolution qui a engendré une "alliance générale de folle liberté et de honteux esclavage". Frenilly ne soutient pas pour autant Louis XVIII, car la seconde montée sur le trône de ce dernier a entraîné un certain nombre de vexations, ce qui était dans l'ordre des choses de la part d'un usurpateur (Napoléon) mais pas d'un Bourbon.
