This is one of the Harvard East Asian Monographs. The American Committee for Non-Participation in Japanese Aggression carried on an intensive and ambitious campaign from August 1938 to February 1941 to remove the economic support which America was giving to the Japanese military for its brutal expansion in China, which had begun in the summer of 1937. In terms of the extent of its efforts, the committee had few if any rivals until the emergence of the Committee to Defend America and the America First Committee in the middle of 1940. In an important sense, this is a study of the early stages of the evolution of American thought from isolationism to international involvement. Although the invasion of China had begun in July 1937, it was not until the following spring that trade statistics revealed the extent to which the United States was supplying Japan with essential war materials. In the months that followed the release of these statistics, several scholars analyzed the figures, reporting their findings in the press. Even after the organization of the committee had been completed in January 1939, it remained a group of strong individuals, operating within a relatively loose organization. As T. A. Bisson recalls: "my memory is of many like-minded people joining where and when they could their individual actions to the general objective of divorcing American exports from the Japanese war machine." It became a principle of operation that whenever possible members should continue to work through their customary channels, using the medium of the national office only when needed. Unlike many other groups of its kind--at least many of its contemporaries--the American Committee for Non-Participation in Japanese Aggression confined itself to its original, precisely defined purpose. In its first official statement, the booklet America's Share in Japan's War Guilt, the committee sharply limited its objectives: The central and single aim of the Committee is expressed in the phrase "non-participation in Japanese aggression." Doctrinal isms, domestic issues, and the European situation, however important, are beyond its scope. Under the shrewd guidance of Harry Price, it studiously avoided expanding its efforts into significant yet extraneous causes. In its two-and-a~half-year campaign, the committee constantly dealt with a series of objections from the general public to its recommended policy of non-participation in Japanese aggression and especially to the proposed embargo on the export of war supplies to Japan. First and foremost among these objections was the fear that an embargo would lead to war with Japan. The passage of the National Defense Act on July 2, 1940, marked the beginning of the end of the committee's campaign. Public opinion was almost unanimously in favor 75 of an embargo upon exports of war materials to Japan, and the legislative authority had been secured for the President to act to withhold this trade. In a series of proclamations beginning on July 2, President Roosevelt placed an increasing number of commodities, including munitions, machinery and oil, under severe export restrictions. Certainly, the efforts of the committee had a significant effect both upon American public opinion and upon American policy toward the Far Eastern crisis. In both areas important changes occurred during its two-and-a-half-year campaign. But how many of these developments can be traced to the work of the committee?.
