"What," Sidney Hyman asks, "is the alternative to it? A politics of violence? A politics of obscurantism? A politics without institutions, without channels for transcontinental discussions, without negotiators for bargains between majorities and minorities? A politics having the nature of a war by all against all, with no common standards to which all alike can appeal? The blunt fact is that there is no secure alternative to the special politics of consensus required of a people having the character of those who presently inhabit the United States. Our character is our political fate." In developing this central thesis, Mr. Hyman examines the role of political parties. Ile looks critically at the kind of consensus a Presidential election is supposed to reflect, and argues that the post-election debate about the meaning of a Presidential election is as important as the pre-election contest within and between the political parties. He also identifies prophetic and major differences between an "apocalyptic" approach to a Presidential election and shows their results. Under the general heading of "Order, Disorder, and Change," Mr. Hyman comes to grips with a group of topics of urgent contemporary interest. Among others, he deals with the relationship between consensus, protest, and nonviolent or violent civil disobedience. He also deals with the consensus role of American "intellectuals," of "amateurs" and "experts" confronted by a new class of scientific-political issues, and he considers the relevance of the Congress in the face of the same issues. Mr. Hyman demolishes the popular notion that consensus, as a concept, came to birth with the Presidency of Lyndon B. Johnson, and shows how consensus has multiplied its meanings by multiplying its links with other distinctive Western ideas. In a final chapter, the author projects an analysis of the Johnson Presidency against the background of an American consensus that is simultaneously dying and struggling to be born. [The author] Sidney Hyman is a graduate of the University of Chicago, where he received a B.A. in Law and an M.A. in International Relations.
