Moheau is considered to be one of the founders of the science of demographics. He was the first to address the issue of differential mortality according to social layers. 'Of the 18th century French writers on population none was more competent and judicious than M. Moheau. He was a populationist in that he believed the fiscal, military, political, and economic resources and power of the state to be proportionate to its population. Moheau admitted that population growth was conditioned by the supply of subsistence, but denied that it was thereby determined. Most of the physical checks to the population growth, and all the political, civil, and moral checks, were independent of the supply of subsistence. In general, he believed that population tended to grow most rapidly where the bulk of the population enjoyed simple comfort, not where men were poverty-stricken, or where they were opulent and addicted to luxury. Specifically, he said that men tended to marry and multiply most, and infant mortality tended to be lowest, where men could easily obtain 'through ownership of the soil or through labor' the 'things necessary to life.' La première partie, État de la Population, qui fut inspirée par la première étude de Messange et qui comprend quelques-unes de ses données statistiques, décrit au point de vue statistique, la population de la France ; la deuxième partie, Causes du progrès ou de la Décadence de la Population, traite avant tout des facteurs qui déterminent l'augmentation de la population. « La force de l'auteur réside, non dans la subtilité des calculs (qui restent très élémentaires), mais dans la justesse et la finesse de l'analyse dans l'ampleur des vues. This statistical writer of the 18th century scarcely received at the time due acknowledgement of his deserts. Spengler, in his French predecessors of Malthus, writes: 'Of the eighteenth-century writers on population none was more competent and judicious than M. Moheau.' This, his most famous work, was even attributed to A.J.B.R.A. de Montyon, whose secretary he was. The first part of this work, which was inspired by Messance's earlier study and which embodied some of Messance's statistical data, is a statistical description of the population of France, while the second part deals with the analysis of the factors that influence population growth. For a complete account of Moheau's work see Spengler's "Moheau, Prophet of Depopulation" in the Journal of Political Economy, XLVII (1939), pp. 648-677. McCulloch in his Literature of Political Economy, speaks highly of it, moreover recommending the author's books as a model for similar work (Palgrave, ii, p. 779).

Il constitue "le maillon manquant dans la chaîne des grands fondateurs de la démographie, après Graunt (1662) et Süssmilch (1741) et avant Malthus (1803)" (H. Leridon). L'ouvrage se compose de deux parties. Dans la première, de nombreux tableaux présentent la structure démographique de la population française (répartition des ecclésiastiques, nombre de domestiques, répartition ville/campagne, nombre de célibataires, évaluation de la fécondité, de la mortalité, etc.) La seconde partie, analytique, met en lumière les facteurs susceptibles de déterminer les comportements démographiques. Dans le contexte des Lumières françaises, la question centrale qui sous-tend les Recherches, est de savoir si la population nationale croît ou décroît ? En d'autres termes la population crée-t-elle la richesse de l'État, comme on le pensait traditionnellement, ou la richesse de l'État crée-t-elle les conditions nécessaires à un essor démographique, comme le soutiennent désormais les physiocrates ? Palliant l'absence d'un recensement global à l'échelle du pays, l'auteur s'appuie sur des sondages partiels, et notamment sur les statistiques de naissances auxquelles il applique un coefficient multiplicateur. "Populationniste" - ne dénonce-t-il pas les funestes secrets" (i. e. coïtus interruptus) qui permettent de "tromper la nature jusques dans les villages", il parvient ainsi à mettre fin au mythe du déclin de la population, diffusé par nombre de penseurs des Lumières. Il égratigne au passage, au nom de la vérité scientifique, la théorie communément admise à force d'être répétée, de la responsabilité de l'Église catholique dans ce soi-disant déclin : les ecclésiastiques ne représentant qu'un 80e de la population en France. Compte tenu de sa structure, en deux parties distinctes, ce livre est encore aujourd'hui, l'objet d'interrogations concernant sa paternité. Si le nom de Jean-Baptiste Moheau (1745-1794) apparaît bien au titre de l'édition originale, après la mort de ce dernier, le baron de Montyon (1733-1820), dont le démographe avait été le secrétaire, le revendiqua comme son ouvrage propre. Une note manuscrite au début de notre exemplaire reprend cette approche : "cet ouvrage qui porte le nom de Moheau est réellement de Mr de Monthyon". Certains spécialistes penchent ainsi pour une écriture à quatre mains : Moheau pour les statistiques et Montyon pour les analyses. D'autres évoquent même l'intervention d'une troisième personne, Trudaine ou La Michodière. "Il est telle page de ce livre qui a coûté nécessairement deux mois de travail, & un volume de chiffres ; & si les coopérateurs de cet ouvrage étoient payés sur les produits, le man?uvre le plus vil obtiendroit un salaire plus fort".
