En dépit des hésitations de Gonnard, Jean-Baptiste Moheau (1745-1794) a bel et bien existé, comme l'a bien établi René Le Mée dans un article des Annales de démographie historique de 1973 (Hommages à Marcel Reinhard).INED, 3221. Moheau is considered to be one of the founders of the science of demographics. He was the first to address the issue of differential mortality according to social layers. 'Of the 18th century French writers on population none was more competent and judicious than M. Moheau. He was a populationist in that he believed the fiscal, military, political, and economic resources and power of the state to be proportionate to its population. Moheau admitted that population growth was conditioned by the supply of subsistence, but denied that it was thereby determined. Most of the physical checks to the population growth, and all the political, civil, and moral checks, were independent of the supply of subsistence. In general, he believed that population tended to grow most rapidly where the bulk of the population enjoyed simple comfort, not where men were poverty-stricken, or where they were opulent and addicted to luxury. Specifically, he said that men tended to marry and multiply most, and infant mortality tended to be lowest, where men could easily obtain 'through ownership of the soil or through labor' the 'things necessary to life.' Accordingly, he emphasized, though in a lesser measure than Cantillon, the role of proprietors and employers in respect to population growth.' Spengler, French predecessors of Malthus, pp. 100-101]. La première partie, État de la Population, qui fut inspirée par la première étude de Messange et qui comprend quelques-unes de ses données statistiques, décrit au point de vue statistique, la population de la France ; la deuxième partie, Causes du progrès ou de la Décadence de la Population, traite avant tout des facteurs qui déterminent l'augmentation de la population. « La force de l'auteur réside, non dans la subtilité des calculs (qui restent très élémentaires), mais dans la justesse et la finesse de l'analyse dans l'ampleur des vues. Avec Moheau, tous les champs de la démographie sont abordés, tous les problèmes sont pointés, toutes les approches des arithméticiens politiques sont unies en un faisceau cohérent » (Jacques et Michel Dupâquier, Histoire de la Démographie, pp.180-181).Connu comme le secrétaire de l'intendant Montyon qui se déclara auteur de l'ouvrage à son retour d'émigration en 1815, Moheau né en 1745, adhéra en 1785 à la franc-maçonnerie ; il fut arrêté et guillotiné sous prétexte de malversation en janvier 1794. Moheau était populationniste parce qu'il croyait que les ressources fiscales, militaires, politiques et économiques, comme la puissance d'un État, sont proportionnelles à sa population. S'il ne semble pas être l'auteur exclusif des Recherches et Considérations, les fragments conservés du manuscrit sont bien de sa main (Montyon y a apporté des corrections), et c'est dans ses papiers qu'ils ont été retrouvés.« L'ouvrage de Moheau annonce véritablement la naissance des études démographiques en France et cela de deux manières. Les préoccupations démographiques y expriment les préoccupations générales de la civilisation française de l'Ancien Régime.
