Die Anwendbarkeit dieses sozialpsychologischen Theoriekonstrukts wird in dieser Studie mittels einer methodenbasierten vergleichenden Analyse am Beispiel der neuen Geber Brasilien und Südafrika geprüft. Gegen Ende des letzten Jahrtausends betraten jedoch Staaten als Geber die Bühne der Entwicklungszusammenarbeit, die noch selber in großem Umfang Unterstützungsleistungen erhielten. Diese so genannten 'neuen' Geber, zu denen vor allem aufstrebende Wirtschaftsmächte wie zum Beispiel China und Brasilien zählen, sind bis heute nicht im DAC organisiert und sind damit auch an keine der von den 'alten' Gebern formulierten Richtlinien bezüglich der Mittelvergabe auf dem Gebiet der Entwicklungszusammenarbeit gebunden. Eine Beschränkung ihrer Förderung auf Länder, die sich zur Umsetzung eines demokratischen Wandels verpflichten, besteht somit zum Beispiel für sie nicht. Damit stellt sich die Frage, woran sich diese Staaten bei ihrer Mittelvergabe orientieren, das heißt welchen Ländern sie Unterstützung zukommen lassen. Einen in dieser Hinsicht sehr vielversprechenden Ansatzpunkt bildet die Analyse der national role conceptions der 'neuen' Geber auf dem Feld der Entwicklungszusammenarbeit. Es ist möglich, dass anhand der Untersuchung der eigenen Vorstellungen dieser Staaten über ihre Funktion, Position sowie Rechte und Pflichten auf diesem Gebiet, eine Aussage über ihre Mittelvergabe getroffen werden kann. Die vorliegende Forschungsarbeit soll sich der Analyse dieses Zusammenhangs widmen. Konkret gilt es dabei zu untersuchen, ob sich die Ausrichtung der national role conception auf die Ausrichtung der Mittelvergabe auf dem Gebiet der Entwicklungszusammenarbeit auswirkt.
