Lors de la fuite à Varennes, il fut un des trois commissaires chargés de ramener la famille royale à Paris. Alors que la France disposait d'une Constitution, Barnave pensait que la Révolution était désormais achevée. Il défendit la monarchie constitutionnelle et l'inviolabilité du roi.
