This book examines the feasibility, content and likely economic impact of a free trade agreement between the European Union and Ukraine. The authors find that a simple and shallow free trade agreement, adding only the elimination of tariffs on trade in goods to the conditions for Ukraine's accession to the WTO, is the most easily feasible option, but would yield only modest benefits for Ukraine and less still for the EU. By contrast, they argue that a deep free trade agreement with the EU, while posing more difficult issues of feasibility, could be a centerpiece of an economic strategy leading Ukraine into rapid growth. Politically, this step would be consistent with Ukraine's European choice and would also be of value to the EU economy in meeting the challenges of globalization and Asian competition.

About the Author:
Michael Emerson is a senior research fellow at CEPS and was the EU's first ambassador to Russia (1991 to 1996).

T. Huw Edwards is a lecturer in Economics at Loughborough University.

Ildar Gazizullin is a senior economist and specialist in industrial organization at the International Centre for Policy Studies.

Matthias Lucke is a senior researcher and Program Coordinator for Education and Services at The Kiel Institute for the World Economy.

Daniel Muller-Jentsch is a project manager at Avenir Suisse. Vira Nanivska , formerly Director of the International Centre for Policy Studies, is President of the National Academy for Public Administration under the President of Ukraine.

Valerly Pyatnytskiy is Government Commissioner for European Integration of Ukraine. Andreas Schneider is Policy Advisor on Agriculture and Budget to the European Parliament.

Rainer Schweickert is a fellow at the Kiel Institute. Olexandr Shevtsov heads Cube Capital's office in Ukraine. Olga Shumylo is former director of the International Centre for Policy Studies.
