Le dix-septième siècle est le grand siècle de la diplomatie française. Jamais nos diplomates n'ont tenu un langage ni plus ferme, ni plus fier, jamais ils n'ont déployé plus d'habileté, ni assuré à la France plus de réels avantages. Il y a donc grand intérêt à connaître dans le détail leur œuvre. Ici les difficultés commencent. De grands recueils diplomatiques existent; mais leur volume est considérable; toutes les pièces publiées y figurent au même plan. Les textes intéressants y sont noyés au milieu de pièces de valeur fort inégale. Les plus grands traités eux-mêmes ne sont pas toujours publiés d'après le texte original. Ainsi, le traité d'Osnabrück et la Ligue du Rhin, que tout le monde sait avoir été rédigés en latin, ne sont publics qu'en français, c'est-à-dire d'après une traduction plus ou moins fidèle, dans le recueil de Dumont qui cependant est considéré à juste titre comme faisant autorité.
