About the Author:

<p> <em>Edwin S. Mills </em>is professor emeritus of real estate and finance at the Kellogg School of Management, Northwestern University. He has been a consultant to government agencies, including the US Navy, US Public Health Service, and the US Office of Science and Technology, the United Nations, and the World Bank.</p>||<p> <em>John F. McDonald </em>is professor emeritus of economics and finance at the University of Illinois at Chicago. Currently he serves as editor of the <em>Journal of Real Estate Literature</em>. He has been a member of the editorial board of the <em>Journal of Urban Economics </em>since 1989 and was president of the Illinois Economic Association.</p
