Ainsi que nous l'avons dit, la résistance inattendue du duc de Wellington et du ea binet anglais avait paralysé la bonne volonté des autres cours, et il fallait que le roi renonçât au plaisir d'annoncer person nellement aux Chambres la libération prochaine d'une partie du territoire. D'un autre côté, des pluies abondantes et Conti nues avaient gâté les récoltes, et la cherté des grains, cha quejour croissante, condamnait les populations à de cruelles souffrances, et provoquait déjà quelques désordres. L'arùne conséquence nécéssaire, l'impôt foncier se payait mal, les impôts de consommation rendaient peu, et le ministre des ti nances aux abois, se voyait forcé de solliciter des cours étran gères l ajournement a trois mois du payement qui devait leur être fait en janvier et février, conformément aux stipulations des traités. Enfin, une question a laquelle le duc de Richelieu n'avait pas d'abord attaché beaucoup d'importance, la ques tion des réclamations particulières dessujets étrangers, com mençait a donner les plus vives inquiétudes.
