《中国农业面源污染管控研究》采用定性分析与定量分析相结合的方法，以政府监管理论、机制设计理论、行为激励理论、公共治理理论为指导，实证分析了农业面源污染与农户行为关系，探讨了我国农业面源污染的现状与困境，在借鉴农业面源污染管控国际经验的基础上，构建了纵向管控、横向管控和公众参与污染管控的刚柔相济的农业面源污染管控体系。对农户造成严重污染后果的违法行为通过法律和行政管理手段进行强制性管控；对农户正常的农业生产行为采用经济激励、技术引导等非强制手段进行管控，引导农户科学、合理地使用农用化学品；另外，通过公众参与对纵向和横向管控进行监督，能够有效克服农业面源污染管控的政府失灵和市场失灵。
