Thomas C. Bruneau is a Professor in the Department of National Security Affairs at the Naval Postgraduate School in Monterey, California, where he is also the Program Manager for Latin America and the Academic Liaison for the Center for Civil-Military Relations. STEVEN C. BORAZ is an Intelligence Surveillance and Reconnaissance Analyst at PEO C4I and Space, in San Diego, California.
