An original 1863 CIVIL WAR newspaper with a detailed back-page headline report announcing that a group of Maryland plantation owners has complained to President Abraham Lincoln about units of U.S. Colored Troops stationed in the area poaching their property by attempting to recruit their NEGR0 SLAVES into the Union Army. Even though the Emancipation Proclamation was in effect at this time, slavery was not outlawed in Maryland until November 1, 1864. Lincoln professed ignorance to the planters regarding the situation but promised to remove the troops from along the Patuxent River.
